Data Governance

Data Governance is a comprehensive management framework that covers all the measures that ensure a company's data is reliable, secure, private and accessible. This framework includes all the actions users must take, the procedures they must follow, and the technology they must implement throughout the entire data lifecycle (creation, storage, use, archiving and deletion). In the early 2000s, as digitalization increased, companies began accumulating large amounts of data, which brought an urgent need for regulation and structure around its proper use. In response to these needs, the concept of Data Governance emerged, along with laws like the Sarbanes-Oxley Act, which required organizations to comply with information integrity and security standards.


x This law was passed in 2002 and established standards to ensure transparency and accountability in the data management of publicly traded U.S. companies. One of its key aspects was (and is) the requirement to keep accurate, reliable records. This led organizations to implement Data Governance systems to ensure compliance with this law, and the quality and integrity of financial information. From then on, Data Governance became an essential component of business management, since it ensured that data would be a valuable, reliable asset for decision-making, rather than a risk factor.


Following that law, other regulations emerged that promoted Data Governance across different sectors and countries. In Europe, the General Data Protection Regulation (GDPR) established strict rules for protecting the privacy and security of personal data, driving the adoption of data governance policies and technologies at companies worldwide. In Argentina, the Personal Data Protection Law (Law 25,326) regulates the collection, storage and processing of personal data, guaranteeing privacy and establishing penalties for non-compliance.

  • Data Quality: This area monitors and ensures data is up to date and error-free , crucial for the entire decision-making process.
  • Security and Privacy: Establishes protection against unauthorized access, keeping information secure and complying with each country's regulations and laws.
  • Use of Metadata: Metadata is data that describes other data, such as its origin, format and use. Using it makes data easily identifiable and usable, through cataloging and classification systems.
  • Data Integration: Ensures that data from multiple sources can be combined and used together without inconsistencies.
  • Business Intelligence: Facilitates analysis and lets data become tools for decision-making.

Implementing it involves not just selecting tools and setting policies, but also adapting its level of centralization or decentralization to each organization's needs. Governance structures range from centralized models, where a specialized team handles all data decisions, to federated models, which let each business unit manage its own data under certain general rules. This balance is key to keeping data accessible without sacrificing its security and consistency.


A company looking to start building a governance framework should follow a series of fundamental steps to establish a solid structure, ensuring the quality, security and strategic use of its information.


  • 1. Define Strategic Objectives: Identify how data governance can support specific business goals, making sure the program is aligned with strategic priorities and doesn't operate as an isolated project. Involve leaders and key departments to define the value of data in decision-making and process optimization.
  • 2. Assign a Team: Appoint a Chief Data Officer (CDO) to lead the program at the organizational level. Build a team that includes roles like Data Stewards, responsible for the quality and proper use of data, Data Owners, responsible for managing the data lifecycle , Data Custodians, in charge of the infrastructure and technical security of the data, and a Data Architect, who designs the data structure. Each of these roles has specific responsibilities in managing and implementing the governance policies the company sets. It's not always necessary to have that many roles, but it's important that each one is represented on the team.
  • 3. Assess the State of the Data: Conduct an audit of existing data to understand its quality, accessibility and security status. Document data sources , current systems and processes, and areas where quality and integration need improvement.
  • 4. Define Data Use Policies and Standards: Establish policies for handling, storing, accessing and protecting the privacy of data, including data classification (public, sensitive, confidential), rules for the integration and sharing of data, and security and privacy measures aligned with relevant regulations. Communicate these policies to all levels of the organization.
  • Implement the Right Software: Select and configure quality, security and data management tools suited to the needs of the company. These tools can include database management systems, data quality software, analysis and visualization tools, and data governance platforms that make it easier to implement and enforce established policies. Having an adequate budget for implementing these tools is essential for the program's success.
  • Internal Training Programs: Implement a training plan for all employees, focused on the importance of data quality and on the correct use of security policies. Provide ongoing resources and training so teams stay up to date on data governance practices and tools.
  • Monitor and Audit: Implement performance indicators (KPIs) to evaluate the quality, integrity and compliance of data against the established policies. Schedule periodic audits and reviews to verify compliance and adjust policies and procedures as needed.
  • Foster a Data Culture: Promote a data culture where all employees understand the value of data and the importance of handling it responsibly. Encourage the use of data in decision-making and create an environment where respect for data quality and security is a shared priority.
  • Iterate and Improve the Program: Regularly review the governance framework to identify improvements and adjust policies and tools according to changing business needs and new compliance regulations. Make adjustments based on audit results and team feedback, ensuring continuous improvement and adaptability of the program.
